Water based products

Hello.... please can you help with some info... I am planning on
mixing my own water based perfumes and have been told that I
can use this polysorbant 20 as a solubiliser for the essential oils.
My question is, will this also make the blend clear (as in non
clowdy) or will I need to still use something else for this
purpose? And if I do need something else, can you inform me on
what I'll need and if you stock it ?...Also will the polysorbate
work to stop the water getting contaminated or will I need some
extra preservative/germicidal ? And if so, can you suggest a
natural based one I can use, (and again, if you stock that)?
Thank you very much, in advance for answering these questions,

Firstly, here's the link to the page where you'll find the "solubiliser" (Polysorbate 20)which I use to make all my crystal clear water based products. The method is to add oil/solubiliser in equal measure and rigorously mix them. Then add a few drops water whilst stirring, if it starts to cloud then add a few more drops of solubiliser whilst stirring till it clears again. Then repeat until it remains clear at which point you can add as much water as you want - how much solubiliser you need depends on which oils you're using - Lavender takes almost 3 times as much solubilisr as oil. Regarding your last point, the essential oils (assuming you are using quality oils) are anti-bacterial etc so you need add nothing else.
